I'm not really sure I agree with the hypothesis that "As a defensive measure, some DNS admins locally changed the A-record for windowsupdate.com to 127.0.0.1" and that's why you see all this traffic.
I believe that it's just hacking attempts trying to spoof the local interface to get elevated privileges.
