Same general place as 4.1 - you can tweak the various in the global properties (In NG, 
the menu sequence is Policy->Global Properties->Stateful Inspection)

You can tweak a per protocol timeout in NG by using the advanced button on a 
particular service...

So yes, you can change the timeout, and I highly suggest changing it per protocol 
rather than on a global basis.
