Try using fw tab -t sam_blocked_ips and see if you have a listing of ip'sblocked or use smart view monitor (action - suspicious activity rules) to verify if your sam database is cleared. If not, try cprestart and try to clear the database by CLI. IF the CLI does not work, try using SmartView Monitor.
