Tibor, Although you have configured your firewall to allow the traffic, the OS underneath the firewall will not route the traffic. A DHCP request is a broadcast message, and so it will not cross a router.
Using a Cisco router as an example, you would use the "IP HELPER-ADDRESS" command to tell the router to send broadcast messages to a specific host (The DHCP server). Depending on what operating system your firewall is running on, there are software packages that can be installed that will perform the same task. To find one for your specific operating system, start with Google. Just search for: DHCP relay agent Don't forget to add your OS to the search as well.
