The option you mentioned is supposed to back up everything. However, it's not meant to use parts of the backup to restore to a different platform. My understanding is that it's an all or nothing backup/restore of SPLAT only. If you want to restore the rulebase and objects from a SPLAT box to a windows box, what you want is the export/import utilities. You have to telnet to the box (with a SSH connection), go in to expert mode, change to the "$FWDIR/bin/upgrade_tools" directory, and use "./upgrade_export" to export the info, copy off the resulting file, then on the windows box, use the "upgrade_import" utility to bring it in to the windows firewall.
