If you're using a current product license (less than a year old), the IP addresses creating sessions through the firewall from your internal network to the external network are counted.
If you're using an older license (from the specific error message you provided, it appears that you are), all unique IP addresses observed on the internal interface are counted. This would include things such as printer broadcasts which never pass through the firewall.
Check Point asserted at the time that there was an algorithm in place that would throttle traffic proportional to the extent by which the license had been exceeded. I never found any evidence to substantiate that claim and just sent such e-mails to a mail-in database. If you're really ambitious, you can reset the IP address count by deleting the corresponding file on a periodic basis.

It seems that your organization has violated the Right-To-Use License Agreement. There are more computers trying to communicate through your VPN-1 & FireWall-1 gateway installed on fw03-net, than the license entitles you to. Please contact your VPN-1 & FireWall-1 reseller to arrange for an appropriate license.
