Alex,

It depends a lot on which versions you are upgrading to and from.  You
may be able to go either way. But I would recommend upgrading the
management console first.  Then upgrade your GUI desktop clients.
Make sure you can still push to your enforcement point and everything
looks good.  Then upgrade the enforcement point.
