uptime shows the system load, that's different then pure CPU utilization. A VMSTAT would be better for that, but make sure you run something like "vmstat 5 5" to show a number every 5 seconds, for 5 iterations. The first number can often be wrong. Just combine user + system to get total CPU utilization
