the lics are senstive to the IP address of the firewall module (local
licensing) or the SmartCenter Server (Central Licensing).  If the ip
address that the lic is "tied" to changes, then you must re-gen a new
lic using the new IP address.

I think that eval lics have a re-gen counter, and you may not be able
to change re-gen the lic more than twice.
