ISA 2000 is out of the question. Adding ISA 2000 to a Windows server breaks
the native ability of the server OS to create an IPSEC tunnel. It will never
work with ISA 2000.

ISA 2004, released about five months ago, corrected this problem. Microsoft
has a document on the ISA site about doing this:
http://www.microsoft.com/technet/prodtechnol/isa/2004/plan/sitetositeipsec.mspx
should be the page.
