I sent you some steps earlier thinking that the installation was on Nokia. If it is Windows 2000 w/ sp4, and the fw version you are trying to install is R55, it will be the same reason that I said earlier - you still have CP remnants sitting in the C:\program files\checkpoint or in the registry - you can manually clean up the stuff but my recommendations are to go to the control panel and make sure that you do not have any CP related packages there - it is possible that you still have CPshared/SVN hanging there - if so uninstall and reboot to reinstall. If the issue do not get resolved like this, download 'cpclean' for windows from CP site at:
http://www.checkpoint.com/techsupport/downloadsng/utilities.html#cpclean Run cpclean that should clear all the entries at the registry as well and then you should have no problems reinstalling -- as I said before, you can fight the issue by running through fwm sic_reset as the box is complaining but that should be waste of time at this stage.
