Do a fwm debug on the management and fwd debug on the module while pushing the policy like this:
fwm debug command: fw debug fwm on The logging info will be in $FWDIR/log/fwm.elg fwd debug: fw debug fwd on The info is logged to $FWDIR/log/fwd.elg Read the files to see what the cause is - or you can attach the files to your response and I shall try to see if they show a cause. Please make sure your network connectivity is OK - try telnet on port 18191 and 18192 and from the firewall to the management on port 18190? Make sure you do not have any duplicate objects for your firewall and/or management.
