Wow! Though there is no limit by Check Point but 4000 to 8000 policies are 
definitly a big - what is the size of you rulebases.fws and objects.C file? 
I have seen issues with migration process hanging with large number of 
policies and I had to delete them to migrate successfully but in your case 
you cannot delete them - even though they are backup policies, right? Please 
let me know the size of the files as I have req above and let me think the 
best alternative for you as a workaround.
