Configure all your licenses as "Central Licenses" in the UserCenter and
install them to the SmartCenter server. As far as I know, it should pretty
much be automatic from there. However in summary, the only licenses you need
on the enforcement modules are the VPN-1 Module and HA-VPN Module.
Everything else only needs to be on the SmartCenter server.
