I saw this issue a while back. We tried installing 500 user licenses on an R55P IPSO 3.8 install and we got the message about the cp.macro problem. The issue is that the string for the 500 user license isn't listed in the cp.macro file. If I recall correctly, the HFA that fixed this (I think it was HFA03 for IPSO 3.8) didn't actually install the fix! You had to manually overwrite the cp.macro with the HFA_cp.macro file and do a cprestart. It was a while back and I don't recall the specifics with regard to the exact HFA and procedure, but your problem does sound similar, particularly as you're only having trouble with the 500 user license.
