Does the $FWDIR/log/fwm.elg say something? - Is that machine's installation Standalone, or may be the connection is going through a firewall gateway managed from such SmartCenter?- If so, the changes apply after your next policy install (as the firewall needs to update what the "GUI-Clients" variable means for the Implies rules).
