I had this problem. It turned out that this was an issue with Web Intellengence, ASCII Only Request / Response Headers. When a download would occur, that was bigger then 1MB, it would stop halfway through. The only difference is it happened with every download in my case.
I am running NGX r60, if that helps. I also noticed that with those two http protocol inspectors on I was getting half the amount of bandwidth, as things slowed to a crawl.
