Can you not use a URI resource linked with a a network
object?

Internal  69.50netobject http->blockresource drop
Internal  !69.50netojbect http allow 

where the resource uses wildcard matching and has host
path and query set to *, and uses the Replacement URI
to redirect the warning page..
