I know of no tool that does that, and I will also highly recommend against
doing such a thing.
If you need to merge two policies, the best is to decide what's the final
security policy that you're trying to achieve, and build it from scratch
based on the new needs.

I can't imagine why you want to do that, so maybe you can enlighten us.
