correct syntax is:

cpdb2html cpdb2html_path output_directory SmartCenter_Server
(admin_name or certificate_file) password [-o output_file_name] [ -m
host_name] [-gr] [-go]

for instance:
cpdb2html c:\cpdb2web c:\ff 192.168.1.50 admin password -o cp_rules.html

the c:\cpdb2web is the application directory the c:\ff the output directory.
