For lookups, you need to check  Regional Internet Registries (RIRs).
www.apnic.net for asia, 
arin.net for north america, 
lacnic.net for latin america, 
ripe.net for europe, 
www.afrinic.net for africa..


If you want to figure out the IP blocks for countries you may try one of the 
free databases on the
internet for a quick answer..
e.g. http://software77.net/cgi-bin/ip-country/geo-ip.pl
