It does appear to be a problem with their order process. I had the same 
thing happen. I was able to get the HFA-03 Cd by opening a service
request telling them exactly the same thing and requesting an HFA-03
disk. I got it a couple of days later

Also, you can open a service request about the missing drivers and
support can usually make the ISO CD image available for download and
you can burn your own CD. I have done this in a couple of instances 
when the platform needed some more advanced drivers
