First thing you can do is run fw monitor on your firewall just to be 100%
sure traffic is even reaching it, just be sure to filter source and
destination to make your test easy to follow.

If you want also, download Ethereal and Wincap, both are free and installed
together (first Ethereal and winpcap over it) allow you to make captures of
network traffic (sniff).

Here's a blurb on how to install the network monitor that Microsoft
bundles
with Windows Server.  I've used this tool in the past and it's actually
pretty useful.  Came in very handy for trouble shooting Exchange issues.

As you may have already figured out, the Windows Setup program
doesn't install Network Monitor by default. To install the Windows
version of Network Monitor, open the Control Panel and select the
Add / Remove Programs option. Next, click the Add / Remove Windows
Components button to launch the Windows Components wizard. Scroll
through the list of components until you locate the Management and
Monitoring Tools option. Select the Management and Monitoring Tools
option and click the Details button. Select the Network Monitor
Tools option and click Next. Windows will now begin the installation
process. You may be prompted to insert your Windows installation CD.
Click Finish to complete the installation process.
