That's an interesting observation. When we bought our first IP120 (128 MB of
RAM), it took upwards of eight minutes to boot up (IPSO 3.6 & FP3 HFA 312)
and about five minutes to push a policy
After I upgraded it to IPSO 3.7 and R55, it took about three minutes to boot
up and only two minutes minutes to push a small policy across a slow WAN
link.

it takes like 10-20sec to push the policy, comparing to r55 which took a
lot less. usually, i expect it to take less, since ngx is an improvement
over r55.
