Have now discovered this problem was caused because I had SecureClient
installed on the laptop.  This is despite the fact that SecureClient
was not active (services disabled in Windows), somehow it was still
managing to have an effect...

Did you check the error logs? ($FDIR/log/*.elg and $CPDIR/log/*.elg)
