Can someone help me...
Our NZ office has an R61 Splat firewall.
Our Australian office has an edge device which is managed by the NZ
firewall.
I'm having difficulty getting ftp to work from our Australian office to
a customer site.
It works fine from the NZ office.
When I try from the Australian office, I get a firewall log entry
"Reject" from rule -22 for ftp (21).
It appears that rule -22 means "Invalid FTP command".

Try , re-defining the FTP service in S-Dashboard, with protocol type 'NONE'
avoiding S-defense inspections on it.
Check, as a test, whether this helps.
