The new VPN-1 Power (that came in place of the Enterprise) includes QoS

For the VPN-1 UTM versions (that came in place of Express) you must get an
"add-on" (extra license), in order to have QoS capabilities.

QoS is a paid option. Recent versions however have other pricing options
so in some bundles they give away the QoS functionality. But pricing was
never my strongsuite.
