Each VPN-1 Gateway, Edge, Interspect, or Connectra box counts as one device
against your management license count.  I thought VPN-1 Small Office (VSO)
lics can only manage a single gateway.?  You may have to trade-up for a UTM
management.  There is no upgrade path from VSO to UTM.

I suggest you contact their sales offices instead of the support team. You
need to buy a license to manage multiple modules. (VPN-1 Edges are just
special modules but they still count as one for your SmartCenter license
to manage multiple modules.)
