If you have a Pro/Power license, it includes Management HA (which is
required as add-on for Express/UTM), but that means just the "possibility"
of doing Management HA, in order to make it work you also need a SmartCenter
license for the secondary SmartCenter.

Remember Check Point is like the Mattel Barbies, everything is "sold
separately"....

If I'm not mistaken, you need a license for Management HA.
