AFAIK that's normal when restoring a firewall only module I only get "cp_products" restored when I'm restoring a management module. Only restoring system info means that only Linux level stuff (IP addresses, etc.) will be restored. The only downside to this is that once you're done restoring the firewall you'll have to reset SIC and re-attach the licenses. Once you've done those two things you're just a policy push away from running again.
