This is almost understandable, however, it seems very unlikely that someone just happened to be hot-plugging CPU's on someone's firewall at the time when they were running vmstat. After some more Google searching, I found a bug report for OpenSolaris which reported that just using the "ping" and "netstat" commands at the same time that a "vmstat" is running, will cause the "<State change>" messages to be printed out.
