Do not try to look for that CPU usage with userland tools (like ps).
Given the amount of interrupts it looks like you are shoveling a
handsome load of traffic through the unit.

This is a Nokia humming away while forwarding a reasonable amount of
packets.

Given the lack of details about IPSO and VPN-1 versions/builds there is
not much more to say about this t this point.
