Do I need to use dos2unix commands over all the files of upgrade_export
performed on a windows machine ?

There is a little tool for this called dos2unix, you'll find it on the
SPLAT. Just run it on the file and it will convert the dos specific
characters to unix. I've just done a Windows 2003 to SPLAT conversion of
my management center, and it works like a charm with upgrade_export /
upgrade_import.
I did first a full innstall of SPLAT and installed R65 HFA02 with the HF02
pack. Fired it up and had it running with checkpoint installed so I had
everything working. Only then did I do the import_upgrade as a last step.
