Regarding your issue, could you please indicate if you allow the
firewall-1 connection in the implied rules ?
Otherwise, I guess there is a missing rule to allow your smartcenter to
connect to your firewall on the smartview monitor port.
check with a tcpdump on the fw to see which port is used.
