That is how it would work. In the case that was described, though, a switch failed in a cascaded series of switches, meaning that the Nokia device saw its link still up, and therefore had no reason to drop priority on its interfaces. The secondary noticed the lack of advertisements from the primary, but the primary did not relinquish its priority because it saw no problem.
