I am running Windows 2003 spk2 and R65. I compiled a rule change last Friday. I came to work on Monday and people were complaining they could not get to our external proxy out side the fire wall. I check the logs and there are no logs being recorded for the port the proxy uses, but I know that these request are making it to the Firewall. I then re-compile the rules(no changes made) and everything is working and logging normally again.
