If I'm not mistaken, what you have are old licenses from the time where the
products were called Pro/Enterprise and Express, that's why those do not
match with what you are seeing in the documentation, which regard Power.

Having those licenses does not mean they will not work for a cluster, in
fact they do perfectly.

Now, as Hugo said, there is a license for Cluster XL that can be purchased
and will enable Load Sharing, but you can in fact do Active/stanby
clustering without such cluster XL license, just having a Primary and a
Secondary HA licenses on your gateways.
