Why?

If a given task need 100 billion cpu instructions, it will need 100 billion 
cpu instructions even if you manage to limit cpu usage for the task. All you 
gain by limit the cpu usage is that you have to wait longer before the task 
complete.

It must be better to let the task complete as fast as possible.
