That is rather brave. But something I would never dream of doing.
I would export the firewall and install cleanly and use the export file
to import during installation.
I propably would also do this in 2 steps as I would not trust a straight
R60 to R70 upgrade anyway. But I would do R60 => R65 => R70 => R70.1
