If you are not using QoS in the firewall, I haven’t seen any other option in checkpoint to restrict bandwidth.
But you can check some of this possibilities 1-ask your ISP if they are doing some QoS or traffic shapping, it happens very often. 2-check any sign of rate limit in your router ISP connection. 3-how did you size the 256kbs/sec? with a bandwidth meter? 256 by each vpn site-to-site connection?
