If you are not using QoS in the firewall, I haven’t seen any other option in 
checkpoint to restrict bandwidth.

But you can check some of this possibilities

1-ask your ISP if they are doing some QoS or traffic shapping, it happens very 
often.
2-check any sign of rate limit in your router ISP connection.
3-how did you size the 256kbs/sec? with a bandwidth meter? 256 by each vpn 
site-to-site connection? Or 256kbps by the sum of all vpns?

Dear Listmembers,

We have got an UTM-276 R71 with many site to site VPN tunnels. We found
a strange problem in these tunnels.
When we try to use the secured tunnels something is limiting the
troughtput to ~256kB/sec.

When we tried to solve the problem we changed the other side's Linksys
VPN router to a Cisco VPN router with
hw encrytion card, but the speed was not changed.

Is it possible any internal limitation in the CP or I see a ghost? (I
dont use any QoS)
