no - it does not.
that is because licenses does not have versions as the software has
it but there are product-generations.
we had different products in the past that have different features.
for example the product name was "VPN-1 pro/express", later "VPN-1
UTM/power" and now we have software-blade licenses.
if you have an "old" product you can install that on R60 because the
R60 software-version knows this product. if you have a newer product
(VPN-1 utm) only the newer software versions know this product and
you can't install that license on R60.
but: you can install an eval-license on your R60 gateway (NG-X eval)
and then you can at least run that for 30 days. but you should use
this time to upgrade your setup to at least R65, better R70.
