I recommend you use your backup files for the older version and recreate the old SmartCenter based on your backup files. Then you can run the preupgrade verifier and see what needs to be done. My guess is that you need to find the duplicate definitions inside your def files. It rather hard to explain correctly without a working setup under my fingertips. But the issue lies in definitions in your policy file that are duplicates from the one in your R65 backward compatibility library. So you end up redefining an existing protocol.
