Did you get any errors while trying to export R65 configuration using R70 (or R71) upgrade_tools? While importing and exporting configuration it is important to put a config file in upgrade_tools directory. I'm asking, because I've done R65 to R71 upgrade using upgrade_tools (upgrade tools from R71 were copied to R65 environment) and I was able to migrate whole configuration.
