I've gone from R71.40 to R75.20 to R75.30 (all Splat) on a PowerEdge 2950 as well, but I have not seen the issue described. Our Management Server is a Windows 2003 server in case that's relevant.
I have only upgraded one gateway so far, I do have an issue with Endpoint now but that's for a separate thread if I can't resolve it.
