Problem solved.  I modified the firewall modules, but not the management
server.

Do you use Nokia's?

If yes, then are you on v4.1 sp2 or sp3? If you do, then you'll need to
DISABLE
'flows' - log onto the Nokia site and search for the resloution document.
Basicall, you need to issue the command:

ipsofwd slowpath

This will disable flows until the next reboot when you'll need to do it
again.
The article also describes how to disable it completely.
