it turns out that i was doing everything right but the remote box needed to
be bounced (which i was hesitant to do since the last time i had this
problem, it locked me out).

On the firewall module, if you do "fw stat" from the command line
($FSDIR/bin on Unix, Winnt/fw1/4.1/bin on NT), does the policy name shown
correspond to the policy name on the management server? If not, you can
try "fw fetch" from the firewall module to see if it pulls the policy from
the management server.
These are troubleshooting steps to start with. Without more info, it's
difficult to tell what you're exact problem might be. Hope this helps.

i have a problem that is stumping me:
i can install a policy on a remote firewall module from my local
firewall/management station
the remote fw isn't logging to the local fw
my tunnel between the two isn't working
the people behind the remote fw can't get out
both firewalls are 4.1 and are configured correctly as far as policies and
objects are concerned. what am i missing here?
