That is what I thought they were asking, but I think he is talking about the rule that accepts the ESP/AH transaction and the IKE packets outside of the actual tunnel.....

Hi,
In my experience, FW1 will not handle encrypted
packets correctly unless you explicitly list the
service (e.g. PPTP).
I would recommend explicitly listing any and all
encryption rules *and* have them at the TOP of your
rulebase. I also had some FW1 confusion with some
"Any" rules when I had encryption rules listed after
it. This is the only exception that I know of to "put
your most used rules first".
