No, the load balancing is automatic, and takes place all the time.

Again, the answer is no (to all parts ;-) ). The problem you described
sounds like your FullCluster is not configured properly. The type of
misconfiguration can vary, depending on which configuration tool you chose
(command line, GUI, Web). Describe your setup some more, or provide the
.conf files from your FullCluster "etc" directory on the firewalls and we
can have a better understanding of what you did.
