check
to make sure both ends of the VPN are using the same types of
encryption. under IKE, check DES, CAST, 3DES.
i had
an identical error that was due to my
own carelessness.

The above appeared when trying to access an http resource across VPN (http session eventually timed out) - all other functions okay - no other errors/clues.
Anyone seen this - got an idea what's wrong ?
(FW = Winnt 4.0 SP4, FW 4.0 SP4 with ISAKMP VPN)
