I had similiar symptoms, but the FTP would just hang.  Once I made the changes below it worked fine.

You should turn of FireWall-1's check for a newline at the end of
certain commands. In 4.0 installations, you can follow the instructions
for working through a TIS proxy on phoneboy.com. For 4.1 installations
(possibly 4.0 SP7 as well), you comment out the line:
base.def
#define FTP_ENFORCE_NL

I know that some larger sites do a reverse lookup on your IP. If there is no DNS name associated with your ip it might deny you access. It solved those issues in the past for me.

When I try to FTP from a site with a large welcome message (like IBM, HP and Compaq) I always time out.

 

I am using Checkpoint FW-1 SP5 on a Windows 2000 Server.

 

I vaguely remember seeing a post regarding this but I cannot remember the fix.

 

Any help is appreciated.
